Additional Payments for Apps?

I signed up for the Student/Teacher subscription of Adobe CC for $19.99 a month plus tax over my phone. I finally had a chance to sit down at my computer to try to download some apps. It states that all 20 apps are included in the plan. Maybe I missed something, but when I went to download Illustrator it gives me a choice between a trial version, or pay another $19.99 for the single app, or $49.99 for all apps. ??? So do I have to pay an additional $19.99 on top of what I'm already paying per month? Or am I doing something wrong? Also I have made several attempts to download the trial version of Illustrator and every single time I get an error message saying that it cannot connect to the server and to retry. I liked the good old days when you could physically purchase software. I've about had it with Adobe!

you're doing something wrong.

check your account to verify your subscription is what you expect and to verify your adobe id (used in the next step), https://www.adobe.com/account.html

if your account shows

a. your subscription is active,

1.  sign out and then back in to your cc desktop application using the same adobe id above to verify your subscription:  http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

2.  if that fails, https://helpx.adobe.com/creative-cloud/kb/cc-reverts-to-trial.html

if your account shows

b. you have no subscription and you're paying for one

Another problem is, is I cant even download the CC Desktop App, in order to download other programs. When I go to install it, it hovers at 2% for like 10 minutes every time only to come up with the "server not responding error code 207." So I'm getting nowhere here, and Ive already wasted more time than I ever wished on this.

try a different browser, disable popup blockers, ad blocker and whatever else could be blocking the download
