When I view my art in Photoshop and Acrobat at 100% they are both different sizes. Which one is more accurate when going to print?

Acrobat is accurate in that sense that a 5cm picture will take 5cm on the pdf sheet. 100% viewing should show your pdf file at 100% in mm/cm/inch or whatever you use. This, however, is only true if the screens pixel density is reported correctly by the OS.

Photoshop is accurate in that sense that a picture viewed at 100% should represent one picture pixel on one screen pixel. This at least was true before the arise of high density screens. I do not have such a screen at my disposal, but I could imagine that for readability some scaling could be done. But the principal should still be the same.

Neither one will give you a 1:1 representation of your file on screen compared to print. Photoshop has the added complication of dealing in pixels and variable resolution. A file 1000 x 1000 px x 300 ppi is larger than the same dimensions at 72 ppi.

Check your image size in Photoshop first. Print resolution starts at 300 ppi. Make sure you are set properly.

In Acrobat, if you hover on the lower left part of the window it will show you the document size.
