Adobe After Effects and Premiere Pro install issue.

Hello! I have an issue with some of my Creative Cloud programs install. So, the thing is I work with a Windows 10 OS and I have tried multiple times to download Adobe After Effects and Premiere Pro but it still doesn't let me. Premiere Pro appears as "updated" but with no button to open - neither is it on my computer programs! And with After Effects it just constantly appears with the "We have an issue, please check back later" without giving any error code or something like that. I've already tried uninstalling and installing again all of my Adobe Creative Cloud programs and even the Creative Cloud app itself. It just keeps bothering with this, could you please tell me how to solve it? Or has any of you had the same issue before? Hope you can help! Have a nice day!
