Adobe Animate 2019 crashing on startup

Hi, i made a similar post like this yesterday but the problem i have still persists. Adobe animate 2019 is still not opening on windows 10. I downgraded to windows 10 earlier today and when i tried to open it it did the same thing it did on windows 11. Is there a fix to this?

I just installed adobe animate 2021 and it works which confuses me because my friend also has windows 10 and he can use animate 2019 just fine
