Adobe Application Manager is quitting unexpectedly -- can not download Dreamweaver

I am unable to download Dreamweaver.  Here are the steps I am following:

1. I click Download button to right of Dreamweaver CC icon

2. Get popup window with an External Protocol Request telling me that, if I click "Launch Application," the AdobeCreativeCloudClient will be launched

3. I click Launch Application button on popup window

4. A second popup box appears with the following warning: "The last time you opened Adobe Application Manager, it unexpectedly quit while reopening windows. Do you want to try to reopen its windows again?"

5. I click "Reopen"

6. A grey box with four blue squares briefly flashes up on my screen and then quickly disappears

7. A grey and red box (no text) briefly flashes up on my screen and then quickly disappears

8. Nothing else happens or can be seen until I start over at Step #1

9. With each iteration of steps 1-7, steps 6 & 7 happen more rapidly.  Eventually they are a blur only.

10. Restart computer

11. Start again at step #1

12. Lather, rinse, repeat

Please navigate to C/Program Files(X86)/Common Files/Adobe and rename OOBE and CAPS. Follow the article: http://helpx.adobe.com/creative-cloud/help/install-apps.html to download/Install CC apps.
