Adobe Application manager required to resolve this problem is missing or damaged.

I have Windows 10 and the full version of the Creative Cloud. I was working on a project but decided to update all the apps. Now I cannot open any of them because I get the above message. I have already uninstalled and reinstalled the Creative Cloud and uninstalled and reinstalled Photoshop which I was using. I have also tried installing earlier versions. I did a disk cleanup and also rebooted the computer. It is very frustrating as I was in the middle of a project and don't know what else to do. I would appreciate any help or ideas.

I tried it but it still gives me the new error message. I uninstalled it, installed it again, rebooted computer, etc. I am very frustrated.
