Adobe Apps Start up for installation not opening/functioning

Creative_Cloud_Set-Up_7474.exe file does not open, I tried with Premiere_Set-Up_7075.exe too, also doesnt work. It briefly shows up for 1-2 seconds on task manager before it is shutdown, I tried restarting, using safe mode, making a new user on windows, renaming, using cmds, updating drivers, reinstalling, usng adove cleaner and none have worked. I use a windows 10 PC.

    Thank you very much, I thought all hope was lost, spent around 6 hours in total trying to figure this out. Windows 10 versions below 1903 (64-bit) worked for me.
