Adobe CC installation hangs and crashes - uninstall "completed with errors"

I have followed every guide I could find on this site and nothing is working. I need Adobe Creative Suite for school and need a fix to this ASAP.

Some notes:

- I have had this program installed on this computer before without any issues, but after doing a factory reset I cannot get it to install

- I have tried disabling antivirus/firewall protection before install/uninstall and/or using the Adobe CC removal tool

- I run everything as administrator, using the administrator account

- Adobe CS2 products install and operate perfectly (I would use them instead but I pay for CC and, as I already said, need it for school)

- Computer specs: ASUS with Intel i5-4460 CPU @ 3.20GHz, 8 GB RAM, 64-bit OS, x64-based processor, Windows 10 Home, Version 1803 and OS build 17134.285

- Computer is no more than 3 years old and Windows 10 is fully updated as of 10/5/2018

Whether I try to install the CC *or* Photoshop app, the installation windows pops up, the wheel spins 3-4 times, and then it freezes and closes. While the removal tool seems to work just fine, the uninstaller keeps saying it "failed with errors" every time I run it. I've run out of options and don't know what to do.

after your computer reset, you should update your os.  after your os is updated, install the cc desktop app.

if that fails, using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'chat', http://helpx.adobe.com/x-productkb/global/service-ccm.html
