Is it possible, legal and workable to install and use Adobe Creative Cloud software (PS, AI, AE and others) on Microsoft Azure VM? (provided you have access etc, etc)

Creative Cloud products can be used in virtualized environments:

However, you will need to use "Named User Licensing" - which is only available for Creative Cloud for Enterprise & Teams:
