Adobe Cloud quits after a minute

Adobe cloud Quits after a minute or so and demands my email and password each time I try to use it.  It also does not stay on the menu bar.

I'm also finding that despite my up to date camera raw, Photoshop wants me to up date it "This version  of Lightroom may require the Photoshop Camera Raw plug-in version 9.10 for full compatibility.  Please update the Camera Raw plug-in using the update tool available in the photoshop help menu.

I try that after signing in and it tells me there is no internet connection which is definitely not the case.  I find this quite annoying.  Any suggestions?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
