Adobe Create Cloud - does not start, and cannot uninstall or re-install

Yesterday, I tried to install Photoshop from the Creative Cloud on my new Windows 8.1 machine. In the middle of the installation, it apparently triggered a restart (without asking me about - which was quite rude, interrupting me in the middle of work).

After the reboot, I had "Adobe Creative Cloud" on my desktop - but when I start it, after a moment of spinning wheel, nothing happens. No error, no nothing - it just doesn't start. So I thought maybe I should try the installation again. But when I try this from the Adobe Creative Cloud Website, apparently it "knows" I already have the Creative Cloud application installed and tries to start that and install Photoshop. Same thing happens: Nothing happens.

So I thought I simply uninstall the whole thing and re-install it again. Unfortunately, the uninstaller shows the same symptoms: It simply does nothing. I tried both, going through Control Panel / Programs and Features and directly launching the uninstaller.

What apparently happens is that anything related to the Adobe Creative Cloud immediately crashes on startup - including the installer / uninstaller.

So ... what can I do?

Hello!? Can anyone from Adobe please help me fix this issue? I'm paying my monthly subscription but cannot use any of the software I've subscribed for on my new development machine. That is not a good customer experience!

I hadn't tried that before - but I did a minute ago. So, at least something happens here - I get a message that the uninstaller completed with errors. However, that didn't change a thing. The desktop icon for "Adobe Create Cloud" is still there, and it's still listed in "Programs and Features".

And still neither works.

EDIT: So, I found a download of the installer here: Creative Cloud Help | Creative Cloud for desktop ... tried that. It started downloading but about half way through the download, the Adobe Installer crashed: "Creative Cloud Set-Up has stopped working. A problem caused the program to setop working correctly. Windows will close the program and notify you if a solution is available."

So this is still not working :-(
