Adobe Creative Cloud and anything associated with CC will not open

Hello. So, I still have a bit more time with my subscription to Adobe Illustrator CC. The credit card I used is still valid, and I am due to be charged next month as usual. But, Adobe Creative Cloud and Adobe Illustrator will not open on my computer. There is no window, no spinning wheels, no indication that anything is active. Even the task manager does not detect any activity from Adobe CC or anything related to Adobe CC.

The first thing I tried to do to resolve this is to uninstall both Adobe Creative Cloud and Adobe Illustrator in order to reinstall them--except uninstalling either of them is impossible.

What is going on?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
