adobe creative cloud infinite loading

i recently reinstalled windows on a pc that had issues but was running adobe creative cloud fine but after i installed windows again and put all my prefrences on windows it would infinitly load and not open. i have tried deleting the oobe folder and changing obbe to obbe.old i have also tried switching the compatibilty mode to windows 8 but i cant get it to work even after completly reinistalling it

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

The issue clearly states he cant reach into the application, yet the first step in your solution already tells him to go into the application to uninstall apps. Very unhelpful. and also many times in duplicate issues has never fixed this problem

 

Uninstalling everything doesnt fix anything. I have the same issue right now.

I can connect to adobe yes. i have deletes files from other forum sites yes. i have run the repair program yes. Nothing is working. and i cant get into adobe CC. this app is paid. and doesn't work.
