Adobe Creative Cloud Installer ends without any message

I downloaded the package, extracted it and run the Windows Installer file (win 7 DE 64 Bit) in the Folder build (with Admin rights )

the Setup runs for a time, the green bar moves Forward than backwords an that was it

no message, simply Nothing!

crazy....

was the Right answer, but so i have to ask Adobe, why i have to download a large installer package that does not function
when the (small) creative Cloud installer works

Navigate to C:>Program Files(x86) > Adobe.

If present rename Adobe Creative Cloud folder to Adobe Creative Cloud-old.

Restart the computer and try again.
