Adobe creative cloud is needed to resolve the issue

So I just got a new pc, and I can't seem to get Adobe creative Cloud to work, everytime I get

"Adobe Creative Cloud, needed to resolve the problem, is missing or damaged. You can try to repair to fix the issue. If the problem persists, download and install the new copy from http://www.adobe.com/go/adobecreativecloudapp."

Now let me tell you the things I have tried to resolve the issue on my own

1. I've clicked repair multiple times, same thing happens keeps asking me to repair.

2. turned my pc on and off again 

3. uninstalled adobe creative cloud and deleted "Adobe" folder inside, C:\Program Files (x86), C:\Users\Owner\AppData\Roaming and C:\Users\Owner\AppData\Local\Adobe after that I ran the adobe creative cloud cleaner tool and selected the options to delete all things related adobe then restarted my PC and reinstalled adobe creative cloud and still the same problem occurs.

What i'm hoping for is there is a log file somewhere I can post on here and someone could help me out, I don't know if adobe logs that though since it probably gets fixed when people click repair.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

I saw this same exact post while researching how to fix this and I swear I thought I tried it, but I tried it again and it worked, thank you very very much kglad
