Adobe Creative Cloud is needed to resolve this problem. However, it is missing or damaged

All of a sudden I started getting the message "Adobe Creative Cloud is needed to resolve this problem. However, it is missing or damaged[...]" I followed the instructions and installed it again but I still cannot lunch Adobe CC. This is unbelievably annoying. I am on a tight deadline and dealing with this crap does not endear me to Adobe. I have tried a number of proposed solutions on this forum but none worked. Anybody has any suggestions how to resolve this? (I am running the latest CC apps on Mac OS 10.11.6)

I totally support your sentiment. It's now 2019 and still, Photoshop doesn't load.

I contacted the Adobe support, who suggested removing the following folders from the system Library and User Library:

Adobe Creative Cloud

Adobe Application Manager

Adobe Desktop Common

OOBE 7.27.13 PM

AAMUpdater 7.26.55 PM

OOBE

AdobeApplicationManager

AAMUpdater

After reinstalling Adobe CC app everything works fine again and I am able to log into my account.

My problem cleared itself up, I think all by itself (IOW, I think something on Adobe's end got fixed). I did find TWO folders called Adobe Application Manager in the Utilities folder, deleted one that didn't look like it was correctly "linked' (if that's the correct term) to all the massive other Adobe stuff cluttered about and now everything is back to normal.

Something broke, I believe on Adobe's end within the last 24 hours as I'm having the same issue. I've downloaded and installed the Creative Cloud software multiple times, no luck.

Twenty fours later I still have the same problem. This is so annoying.
