Adobe Creative Cloud, missing or damaged [branched]

I am having a similar problem. I get the message, "Adobe Creative Cloud, needed to resolve the problem, is missing or damaged." it suggests trying a repair option which does not work, then it says to download and reinstall at http://www.adobe.com/go/adobecreativecloudapp. The download and install failed twice; so did http://www.adobe.com/go/applicationmanager. Apparently, all my Adobe files that allow a connection with the cloud are wiped out and they won't reinstall. I updated my OS and checked for viruses, restarted, etc. It is the weekend, so there is no support and I am paying for a subscription I can't use.

uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

Thanks for the help but solution #1 was one I tried before. It failed again. The first step to solution #2 is "Uninstall the Creative Cloud app. It would not uninstall because there are apps (Photoshop, etc) that require Creative Cloud. I tried uninstalling the other apps but they will not uninstall without a working Creative Cloud app. Catch22. Other suggestions are welcome.

I am afraid the question is still not answered.

I have the same problem and I've just tried all 3 solutions presented in the previous post and it's still not working.
