Adobe Creative Cloud, needed to resolve this problem, is missing or damaged

I migrated my SSD to the new one and then try to launch CC desktop app but didn't work.

So I tried to reinstall the CC app but it freezes everytime.

I then tried to download from alternative link and in the beginning it seemed to work but after it showed it is installed and right after CC window popped up, it stopped and show error message.

How I can solve the issue?
