Adobe Creative Cloud Photoshop Premiere

Hi I upgraded my Adobe Photoshop, Adobe Premiere Elements 2019 to the new version 2021 Adobe Photoshop and Premiere Elements package deal.

I edit my photos and videos on Windows 10, 64byte

The 2019 worked well once downloaded 

Downloaded 2021 Potoshop Premiere

It was suggested that I download Creative Cloud as a quick acesss to my Adobe Apps?.

Problems

Creative Cloud won't download message,redownload or repair. Neither solution works. 

Photoshop Premiere errors

MSVCP140.dll 

VCRUNTIME.140.dll 

Help how do I find these  Window app downloads that are in sync with and suitable for the Adobe Apps to allow me to complete my Adobe App downloads, which also will allow me to use these app programs..

Your help and advice would be appreciated
