Adobe Creative Cloud Sign on doesn't appear

I am having an issue with a new install of Adobe Creative Cloud. On the first install, it got to the sign-in screen, allowed the user to log-in, but didn't show any available titles, even though in the admin console it was active. We closed it, and tried to re-login, but at the box, it never showed the login screen. We tried this a couple of times, then decided to uninstall and re-install Creative Cloud. Each time, it opened up a box, but was white with the spinning wheel, but never asked us for a login for the users account. I used the Creative Cloud remover tool as well, and the re-install did the same thing. Am I missing something on the install that's not allowing me to get into the login screen?

I'm able to get to the login screen as the administrator, but when I log into the user account, it will not come up at all. I uninstalled and re-installed, ran the Cloud cleaner program, and deleted the OOBE folder as well. Any further suggestions?
