Adobe Creative cloud stuck at 5%

Hi Experts,

Im having issue installing creative cloud desktop app for my window 7 ultimate. The installer runs and get stuck at 5%.

I've tried installing the creative cloud in safe mode, everything works fine but when i boot back to my normal windows, my windows hang.

I've also contacted adobe support they gave a file for me to install, if im not wrong its an offline install file ( not sure ). The installation failed and gave me these PDapp.log :
