Adobe Creative Cloud will not update Error Code 207

For over a year now, I have tried persistently to update creative cloud so that I can download software and trials from adobe however every time the update reaches 5% and then stops and I can't receive any software. Below is the message I receive every time:

If anybody could help me to resolve this I would be so grateful!

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

confirm that you can connect to the secure adobe servers.

I have followed every step on the list and creative cloud still does not update or connect, so I am unsure of what I can do next

were you able to confirm you can connect?  or did testing show you cannot connect?
