Adobe Creative Installation Problem

I attempted to download and install the 7-day free trial of Adobe photo shop and Adobe Creative Cloud. I downloaded and installed but when attempting to launch the Adobe Creative Cloud I get a System Error that says "The code execution cannot proceed because MSVCP130.dll was not found. Reinstalling the program may fix this problem" and "The code execution cannot proceed because VCRUNTIME140.DII was not found. Reinstalling the program may fix this problem." I attempted to redownload and reinstall but it keeps giving me the same issue. I also attempted the "repair" and that didn't work. When I attempted to uninstall through control panel it claims I cannot unistall because there are other apps that need it. I don't know what else to try. I am using Windows 10.
