Adobe CS4 - After Installation Issue - Product Can't Connect to Activate

I purchased Adobe CS4 back in 2010.  Product allows for 1 computer installation.  I recently scrapped an old computer and bought a new one.  Trying to load Adobe CS4 and install appears to be successful.  I open up Acrobat and it prompts me to open another product to activate the program.  I opened up Illustrator and quickly got the prompt that my license key was already in use.  Requested that I deactivate it then prompted me to allow it to confirm so that the new install could go through.  The program attempted to connect to Adobe but got an error message.  "Could not connect.  Check internet connection.  It could also be due to a firewall or proxy server is being used."  Internet connection was fine...…...firewall was disabled and now proxy server is in use.

I spent 2 days dealing with 3 reps and 2 techs via Adobe chat sessions.  The techs remotely "clean" uninstalled and reinstalled the program only to arrive at the same issue.  They could not do anything further and here I am in the forum seeking answers and solutions.

Note: I did uninstall the program on the old computer but I did not "deactivate" it if there is a special process to do so.  Old computer was online while I was installing on to new computer.

I'm running Windows 360 as I was before so that shouldn't be the issue.  Help...…...
