Adobe Downlaod Assistant will not install on Windows 7

I tried to download trial Version of Premiere Elements 13 on my Dell XPS 8700 and when I run Adobe Download Assistant I receive the following message "The application could not be installed because the installer file is damaged. Try obtaining a new installer file from the application author." I tries the suggested solutions but cannot download the Premiere Elements 13 file. What do I need to do to install this program?

Previously I had downloaded and installed Premier Elements  9, which I own, on to this same computer and it would freeze at the New Project Screen, I was unable to add A project Name,  Save a destination or specify a Project Setting.  I removed the program through the Control Panel and deleted the two installations files premier Elements_9_LS15 ad LS15.7. Also I deleted the expanded installation files from my App Data folder.  From the Start menu searched for AdobeDownloadAssistant and nothing was found. I am the signed in as the computer Administrator.

Thank you for your response. I tried Solution #3 and  several other of the solutions listed prior to posting my question and none resolved the problem.

It seems You are trying to run photoshopelements12.exe file instead of installing it from this file at the bottom you will see setup.exe/setup file try to click on it and try to install and launch it in that way.
