I must be missing something... this question was asked over 4 years ago... why are people answering now?

It's a normal security/permissions question asked by your operating system, any time you install software. 

Make sure your computer meets the minimum CPU & GPU requirements. Most Creative Cloud apps work on these systems, no more than 2 versions back:

• Windows 11 (64-bit) versions 24H2, 23H2; Windows 10 versions 22H2, 21H2;
• MacOS 15 (Sequoia), 14.7 (Sonoma), 13.6.7 (Ventura).

did you download from a secure source, eg https://www.adobe.com ?

if so, trust the download.

Bear in mind that apps you install become a trusted part of your system. It's asking whether you trust the supplier to put things on your computer, it's a normal question. 

Your operating system or firewall is just asking you if you trust the application you are opening or installing to do things on your computer.  You may stop that message from appearing if you wish, but if you are a computer novice, I suggest that you let it ask you.
