Adobe Genuine Software Verification Failure with PSE 13 DVD

This is the third DVD I have purchased that tells me the same thing. I am running Windows 7, have plenty of room to load this product. Is there some missing file or something I need to do to get beyond this?

    Okay, so I followed the instructions from kglad (thank you) and I have gotten farther in the process, but now have screen freeze. I have AMA and CC icons on my desktop and have updated several times. I do not have CS6. Do I have to buy CC or CS 6 to run PSE 13? Any help on the screen freeze?
