Adobe installer not opening on clean win 10 installation

I did a clean Windows 10 (10.0.19045 Build 19045) installation on my laptop yesterday and wanted to install Lightroom again.

I downloaded "Lightroom_Classic_set-Up.exe" from the website but its not opening, not even as administrator. I then tried to install it via creative cloud but Creative_Cloud_Set-Up.exe is also not launching. I only get the loading icon on my curser for like half a second and a adobe background process for that half second but thats it.

I dont have an antivirus yet besides windows defender.

Laptop is the GPD Pocket 3 (i7 version)

Windows 10 Home (10.0.19045 Build 19045)

I couldnt figure out which Visual c++ thingies i had to update so i just tried the alternatie. It took me a while to actually find it because they are hidden way down the alternative downloads page.

Those worked at the end and no need to fumble around with those Visual c++ updates.

skip the first two steps if nothing from adobe is installed on your computer and run the cleaner etc:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials>

if that fails, you probably have a corrupt user account. google your os and how to create a new one.
