Adobe Installers don't run

So I’ve just had to reinstall Windows 11 totally afresh on my PC after a forced update from Windows 10 broke it, that took a week but all that’s in the past now, this is a totally clean install of Windows 11 on a freshly formatted HD and so far the only apps I’ve installed are Firefox and Bitwarden.

I want to get my Adobe apps installed ASAP as I’m a week behind work for clients as a result of this but for some reason Adobe’s Installers are completely not working. I’ve tried running the installer for the Creative Cloud app and also for Lightroom Classic, and each time I try, nothing happens. The process is running (sometimes multiple instances) but no splash screen, no nothing. I’ve tried the following.
 

Check there isn’t anything by Adobe installed that isn’t showing up (no there isn’t, just core Windows apps, Bitwarden and Firefox)

Close all instances of previous attempts - (no effect)

Run as administrator - (no effect)

Run in compatability mode - (no effect)

Disable antivirus - (no effect)

Disable firewall - (no effect)

Ensure I’m on a private network and setup app is allowed through the firewall - (no effect)

Download set-up app from the usual place (ends in 707q) - (no effect)

Download set-up app from the downloads page (ends in 747q) - (no effect)

Try installing through the Microsoft store - (no effect)

Disable all security and try all of these together - (no effect)

 

What am I not trying?

Also if I’m risking losing money because of an issue that is Adobe’s fault, is there any claim for a partial refund from Adobe?

    I am sorry you are unable to install the Creative Cloud applications on the reinstallation of Windows 11. Have you tried removing Bitwarden to see if that allows the download and installation to proceed correctly? You mentioned you disabled antivirus, but that may not be sufficient for the protection Bitwarden provides for your new Windows 11 installation.

    install the cc desktop app using an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

     

    use the desktop app to install your cc programs/trials
