Adobe Photoshop CS4 Error on New macOS (Sierra)

I am attempting to download and install on my new macOS. My product is Adobe Photoshop CS4. I've gone to the page for that install file, downloaded and launched it. I come up with a Folder that leads to another with a "Setup" application inside of it. When the "Setup" application is clicked, I get a pop-up window saying: "System Requirements Error - This software cannot be installed because the file system of the Setup volume is not supported."

Am I screwed now with the new OS? I'm going to be pretty upset if I can't use my program anymore. I'd gladly update to a newer CS program that doesn't require a subscription - but since Adobe has gone the way of the too-expensive subscription option, I am forced to stay with this program.

Please tell me there's a way to get around this error issue.

The following is a screen shot of what happens immediately after I double click on the 'Setup' Application. The bottom right window is the downloads folder with the original .dmg file that I downloaded from Adobe. When I click 'Open' in that dialogue box in the middle it gives me the error I posted above. As you can see, in my Security and Privacy window, it no longer has an 'Anywhere' option to select.

you don't have the anywhere option ticked.  it's not listed.

The approche above didn't help in my case. What worked and finally installed the software (with errors though) was:

1. Downloading software from adobe

2. Opening installer

3. Opening package contents

4. Going to Folder "Contents"

5. Choosing Folder "Mac OS" and running the file called "Setup" that was in that folder

I've spent two entire days since my upgrade to Sierra just to install Adobe Programs again!
