@ngabul5E30,

No, I'm afraid not.  You need a newer, bigger and faster computer.  Windows 10 (version 1909) or higher is needed to run Creative Cloud Desktop App which manages all CC apps.

See below for system requirements.  Check each one. Also pay close attention to Photoshop's GPU requirements.

ADOBE TOOLS for creating graphics & brochures:
===========
- Illustrator CC for vector graphics: https://www.adobe.com/products/illustrator.html
- Photoshop CC for raster images: https://www.adobe.com/products/photoshop.html

- InDesign CC for page layout: https://www.adobe.com/products/indesign.html

- Acrobat Pro DC for making PDFs: https://www.adobe.com/acrobat/acrobat-pro.html

NON-ADOBE TOOLS (raster & vector):
===========
- Affinity Photo & Affinity Designer: https://affinity.serif.com
- CorelDRAW Graphics Suite: https://www.coreldraw.com/
- GIMP: https://www.gimp.org/

Try it out. Take the 7 day test subscription. You need however to know that you can only use the latest version and Windows 7 is no more supported. https://helpx.adobe.com/photoshop/system-requirements.html

IMHO you do not design pamphlets in Photoshop but you use Indesign or Illustrator and Photoshop for photos as an add on tool.
