Adobe Premier pro cs4 installation issues

I am trying to install Adobe Premiere Pro CS4 on Windows 7.

I started to install it, but got to the part for the Serial Number and canceled because I needed to find it. The next day I figured I would install it as a trial version until I found the serial.

I tried to install it, but when the progress bar comes up, I get an error that says "A problem has occurred and the program cannot finish correctly. Please close the program". I have tried a few times since and same thing. I tried the Autoplay.exe and setup.exe, as a User and Admin, same error.

I did see it was in Control Panel even though I did not install it, I canceled it. I tried to remove it and start over fresh, I thought that was the issue. Each time I tried to remove it, same error. I finally removed it manually from programdata, the registry and such and eventually removed it with no error.

Now I am trying to install it again, but I am still getting this error.

I tried using the CS4 Cleaner, I tried as local Admin, as User etc... Safe Mode, Safe Mode with Networking, I watched the Task Manager to see if anything came up even...

I have no idea what else to do from here....
