Adobe Premiere Not Opening - Cannot be uninstalled

Everytime I try to open Adobe Premiere, the initial pop up box does not even come up. The mouse loads and stops to no avail. I've tried opening projects to jumpstart it, I've tried opening it from creative cloud, and running the program as an administrator and nothing happens. I do not have an error message, nothing signifies that the program is attempting to be opened.

I attempted to uninstall it to hopefully fix this issue but it says "Conflict uninstalling Premiere Pro CC. Please save your work and close the following programs for all logged in users." I do have Creative Cloud installed on another computer, but I have no programs currently open.

The computer I am having an issue with is running windows 10 and the other computer is Mac OS 11.02.

I also updated Windows to Windows 10 version 1709, it's a 64-bit system. I also reset my preferences on Windows and it is still not opening.

I successfully uninstalled premiere pro on Windows thanks to Brucgovn, but now it won't let me reinstall? It's showing the same error message "Conflict installing Premiere Pro CC. Please save your work and close the following programs for all logged in users."

if you mean mac os 10.11, that is compatible with the latest premiere version.  y

but recheck your os version, there is no os 11.02 (yet).

I can open my current version of Premiere on my mac, do you think I need to update it in order for premiere to work on my windows computer??

if your window's 10 computer is 64 bit, it's compatible.

is it 64bit?  if so, reset your preferences - http://www.mediacollege.com/adobe/premiere/pro/troubleshooter/trash-preferences.html
