Adobe says I don't have a paid plan but my bank account shows I have paid for CC and Adobe PS?

I recently wiped my computer clean and I'm trying to download PS back onto it. I logged into my account but when I go to my plan it shows I don't have anything. Yet when I look at my bank accounts it shows I have paid $9.99 for creative cloud and $20.99 for PS this month alone. I don't know what I'm doing wrong or what to do and I can't call anyone.

Did you purchase it directly from Adobe?

It says my account needs to be linked to an active product to get phone support. That I need to register my product.
