Adobe wont reactivate my PC and Error 16 pops up when starting any Apps

    So i recently wanted to open some Pictures in Adobe Ps and i got the Error 16 message, i then reinstalled Ps, tried out the Troubleshooting with the SLS and PCD folders but that didn't work, even after reinstalling the whole Adobe Creative Cloud and Apps. After that i went ahead and deleted every file and folder from Adobe and installed Creative Cloud and all the Apps again, that didn't work too. What is the problem now?

Also i accidently deactivated my PC in my subscription settings and can i somehow activated my PC again? Because now all my Apps are a Demo and not the Full ones.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
