Adobe XD Installation Failed - Error 191 | Tried all the fixes... Same Results

The title says it all.

YES! I have done all the steps outlined here:

I have uninstalled Adobe Creative Cloud and all my apps used the cleaner tool and reinstalled CC and all my other apps and XD is the only one that has an issue.
