Adobie 12 elements photoshop

I have downloaded, uninstalled, tried a different network and used a different browser, installed again and it still won't let me use this product after I paid for it.  Customer service hold is 2 hours long.

What do I need to do? When I click on the icon on my desktop it wants me to sign in.  I sign in and then it says that I am not connected to the internet.

Why would i have to be connected to the internet if it's installed on my computer.  I am on my internet.
