After Effects won't launch [permission problem]

Latest After Effects CC 16.0 won't open on Mid 2010 12 core Mac Pro updated to Mojave.  Message is:

Error while accessing the preference files inside "/Users/admin/Library/Preferences/Adobe/After Effects/16.0".

4 hour phone call with Adobe person at Bomgar Support failed to solve the problem.  Can you help?

    Over on the Windows side, that kind of error is usually solved be making sure you are using an Administrator account

    I have one note saved for a Mac Install or run Adobe applications in new user account | Mac OS X
