After I install Photoshop CS5, it will not launch.

After the installation is complete I launch the program and I receive the Adobe Software License Agreement. I click accept and it pops up again and again and it never stops popping up. I have tried uninstalling and starting over and zip. Windows 10-64 bit. Please help.
