Dreamweaver was reinstalled after a reinstallation of Mac Mavericks OS X. The message I receive once the application is clicked is 'Could not locate the Resoures file in the configuraion folder'. Actually, the file is in the Adobe Extension Manager CS5 folder. What to do?

try resetting your preferences:  hold down shift-ctrl-alt while starting dw.  if done correctly you will see a confirmatory dialog.

if that fails to resolve the problem, use the uninstaller to uninstall dreamweaver, clean your previous installation and reinstall:  http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html
