AI in dock and then CC app lifeless even after reinstall

New Mac, Big Sur, 11.2.1. Had been using for a few days, went to eyedrop, new Mac said I needed to grant permission for this step and that a quit would be needed. Opted for a whole restart and upon return AI was in the dock but didn't respond to clicks. Not even beach ball. Uninstalled CC app and then unable to get it past the disk image phase of the reinstall. Same thing, just now on the whole app.

assuming nothing cc is currently installed on your computer.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
if you're unable to install the cc desktop app at this stage, use the link at the bottom of the page at https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
