All Adobe CC 2019 Apps Spinning Wheel on Mac Mojave OS

This is utterly maddening. All the Adobe apps I use: Dreamweaver, Photoshop, and Illustrator. Have a spinning wheel on just about every move. I have talked with Apple numerous times and even reinstalled my OS and apps after reformatting the hard drive. The problem persists. I was going to go to the extent of another hard drive wipe and then install every thing absolutely fresh but that will take me a week to get my computer back to where it currently is. Also, the SAME issue is happening with my laptop. I have seen other threads about this issue but no real resolution. Does anyone have a solution?
