All Adobe CC Apps Freezing on Mojave 10.14.5

I am having a problem with Photoshop + Premiere and other Adobe products. I have CC 2019 on my computer running Mojave 10.14.5

When I go to open Photoshop/Premiere it freezes right away and I am unable to use any other program on my computer without shutting it down. I am not having this issue with any other applications.

I went in and adjusted the Accessibility options but that didn't make a difference.

Please help!

Unfortunately i can't even open the programs to get the point in which I can reset the preferences. Is there another way to do that without opening the programs that you know of?
