All Apps Discount Not Working

Has anyone tried to upgrade their plan to the advertised All Apps discount offer (39% Discounted price)?

I have an offer on my account to Upgrade my Plan to the All Apps for a discounted price - this will make it cheaper for me to have all the Apps that I currently have.  The problem is that when I go to my upgrade uptions the discounted price is not there - it's still quoting the full price.  I have tried going to my Plans through the offer, but the discounted price is never an option.  If anyone has been successful in getting the discounted price can you tell me how you did it because it is driving me nuts.
