I was thinking about buying the Creative Cloud all apps plan but my question is after the special offer ends does go back to full price or would I keep paying the limited time offered deal?Also would I have to cancel the subscription deal I'm already paying.

The agreements that you sign up for vary by country, so nobody can tell you for sure. What we can tell you is that Adobe is very up front about what you're paying and how long you'll be paying for. The rates are listed very clearly in the agreements that you digitally sign.
That said, generally speaking, the special offers are for a year long and then they go to their normal price. If you already have an account, the new subscriber discounted rate likely doesn't apply to that account.
