Photoshop and After Effects are demanding desktop apps written for desktop operating systems such as full Windows 10 and Mac OS X.
Your Samsung Galaxy can only run mobile apps written by Adobe for Android

Go to the Google Play store and try Photoshop Mix or Photoshop Express.
