AME on Windows server 2016

I am trying to install AME on a Windows server 2016 box but it never gets me past the initial screen after verifying via browser. I have turned off anti virus and even booted into safe mode with network access. Anyone have ideas?

you have an incompatible os, https://helpx.adobe.com/media-encoder/system-requirements/earlier-versions.html

try to install using using windows compatibility mode (and a compatible os).
