Any Photoshop version at startup with "Could not complete your request because of a program error."

I tried all versions available, all of them start up with the same error message:

Could not complete your request because of a program error.

then with every click, the error window duplicates.

Only Photoshop beta works now (latest version)

Tried all the fixes online (except deleting all CC from machine)

HELP!

Unfortunately that doesent work, I tried to delete all preferences folders also, still on every startup, I can't even get to open anything, on the first click an error window pops up. This is maddening. How is it just with photoshop?

use your cc desktop app to uninstall all versions, including preferences. removing preferences is the key step.
