App tabs in Adobe Cloud App don't show - and I can't locate serviceconfig file in support

Hello - I'm trying to do this: Apps tab missing from the Creative Cloud desktop app and I can't seem to even find the serviceconfig file. I don't seem to have it on my mac. Please help!!!

It's in /Library/Application Support/Adobe/OOBE/Configs/

Is your Library folder hidden?
