Application Manager ignores language and location

When I try to install Creative Cloud Apps with the Application Manager, it ignores my language and locations preferences (english, folder on d: drive) and installs the German versions on the c: drive. Windows 7 64bit

    You have another Adobe software already installed that overrides these options due to the shared configuration data. Run the Creative Suite Cleaner Tool and elt it clean every app, then try again.
